Members present: Chair Sally Roe, 1st Supervisor Mike Gengler, 2nd Supervisor Jerry Klassy, Treasurer Marlis Silver, and Clerk Susan Wetherington
Others present: Roger Zurfluh, Hans Sulzer, Cathy Cryor Burweger, Craig Galhouse
Chairman Sally Roe opened the September 21st regular board meeting at 7:34 PM.
1. Sally Roe pointed out that there was a sentence that needed to be removed in the August minutes—“Mike Gengler seconded the motion” is a repeat of the action. Mike Gengler reminded the board that we needed to be careful about not publishing executive session minutes. Motion made by Sally to approve minutes with the above sentence removed; Mike Gengler seconded. Motion carried.
2. Motion made by Mike Gengler and seconded by Sally Roe to move the CD funds in the matured CD to the premium savings account. Motion carried. Jerry Klassy moved to accept the treasurer’s report; Mike Gengler seconded the motion. Motion carried.
3. Green County Board Supervisor Cathy Cryor Burgweger presented information about the October 6 referendum to increase the levy for Pleasant View Nursing Home for 5 years.
4. Assessor’s report: Craig Galhouse updated the board as to what he has been doing since starting as the Town Assessor. The first step was to audit the cards against the property roll. He found 18 cards missing. The second step was to compare the electronic files with the paper files. Although totals are not matching, he thinks it is a file issue and can be resolved. He handled the personal property issue with Republic, the firm representing Green Valley Disposal and their dumpsters. He did say that the personal property records do need work, but did not think that was anything unusual. His next step will be checking on building permits and sales and will return in January with another report. Sally Roe asked if she should direct zoning questions to Craig and he said that he would be glad to handle them.
5. Bills were presented. After examining the bills, Mike Gengler made a motion to pay the bills presented, second by Sally Roe. Motion carried.
6. Public Comments: Hans Sulzer spoke about thistles near his property that he would like the landowner to get rid of. Weed Commissioner Bob Buehl is aware of the situation and Sally Roe suggested that the board get a copy of the county noxious weed ordinance and review it.
7. Plan commission report: No meeting was held in September.
8. Land Divisions: None.
9. Driveway permits: None. Jerry Klassy asked for a report on the slope of Weisner’s driveway and that report will be forwarded to the town board.
10. Patrolman’s report: Roger Zurfluh reported he had replaced road signs that were down, sprayed by bridges, around the garage and dumpsters and fixed the blacktop near Groths but the hidden driveway sign still needs to be placed there. He also changed the oil on the tractor, mowed Wettach and Rechsteiner, checked the bridge on Feldt to make sure the gate was removed, cleaned the drains on Witt Road. He asked if the board would want to send drivers to the Winter Driving Classes the Towns Association is holding. Jerry Klassy and Bob Zurfluh were suggested. There is also a signage class that updates the town government on new regulations regarding sign requirements and changes in the law.
11. Current road projects were reviewed, which included Krueger Road, which is paved but shoulder work still needs to be done and the town will help with this. TRIP committee is set and TRIP applications are due October 15. Sally asked that information on the base of Krueger Road be added to the minutes. Test holes on Krueger revealed ¾ inch of gravel, a base depth of 12 inches with no breaker under that. There are some questions about one patch on the roadway. Jerry Klassy wants a soft spot under the blacktop fixed. Paver patching covered more area than anticipated. The roadway is 18 ½ feet wide.
12. Permanent posting of roads: The question was whether permanent road posting signs should remain on some of the roads that were posted when bridge work on Highway 69 was being done. There was some question about what posting Class B roads means and if permits would need to be reissued. Mike Gengler moved to take the postings down except on Wittenwyler and to order a new sign for that road. Sally Roe seconded the motion; motion carried. Sally Roe suggested the town board also talk to Decker Road Signs in Madison when they need new signs again. The questions about Class B permits will need to be researched more.
13. Truax Cemetery maintenance; Volunteer Dewey Peers has done some brush cutting and cemetery clean-up. He would like to continue and mark the graves. The question Sally Roe asked is: can they do the repairs as volunteers? After discussion, the board agreed that there was $500 in the budget for costs and that if the volunteers could stay within the budget and insurance was not an issue, it would be okay for them to continue making repairs.
14. Fire District report was given. The district continued insurance presentations and will look at the budget at the next meeting.
15. 2010 Budget: Sally Roe presented the preliminary budget and asked board members to look it over. She said the timeline is to present it is in September, review it in October and present it at the November meeting for public vote. Marlis pointed out two areas that need to be changed--her supplies and the Bank of Monticello loan. The budget hearing will be held November 16.
16. Other business: Sally asked for help from the board in rating the town’s roads for a special report she needs to complete. She will have them review her suggestions and then complete the report on-line.
17. Mike Gengler made a motion to go into Closed Session to discuss a matter under Wisconsin Statutes 19.85 1)e and Wisconsin Statutes 19.85 1)g and not return to open session. Jerry Klassy seconded the motion. Motion carried. The board began an executive session and did not return to open session
