Plan Commission Meeting
Monday, September 13, 2010

Chairman DuWayne Fenner called the meeting to order at 7:35 p.m. In addition to the chairman, other members of the commission, including Bryon Feller, Michael Gengler and Greg Schwartzlow were present.
Upon motion duly made and seconded, the commission approved the minutes of the commission, held August 9, 2010, which had been previously distributed. The commission noted that a brief summary of the public informational meeting on August 23, 2010, regarding the working lands initiative should be prepared.
At the chairman’s request, the commission discussed the recent public informational meeting of the plan commission, held August 23, 2010. It was the consensus of the commission that the public informational meeting had served its purpose, but that little interest in pursuing the working lands initiative seemed to be present at the grassroots level. Various inhibiting factors, including the requirement for a nutrient management system and its cost, were discussed by the commission. Members of the commission expressed an interest in following future developments at the Green County level, but agreed that the commission’s active work on the Working Lands Initiative would end for the time being.
The chairman then asked Mr. Gengler to report on the current status of the Public Service Commission’s wind energy rules docket. Mr. Gengler stated that the Public Service Commission had adopted final regulations on wind energy systems, completing its work on that docket, on August 30, 2010. Mr. Gengler distributed copies of the PSC’s press release and final regulations to the other members of the commission. He asked that the members of the commission become familiar with these regulations because they would govern the future siting of wind energy systems in the town, as well as any future ordinance that the plan commission may choose to review. Mr. Gengler noted that the final regulations assume that review of applications for wind energy systems will be initiated at the local level pursuant to local ordinances. It was the consensus of the commission that Mr. Gengler should prepare a draft ordinance for the commission to consider, with a target of the October meeting of the commission. The chairman also asked Mr. Gengler to obtain information about wind energy standards in Iowa and Minnesota.
There were no questions of interpretation related to ordinances administered by the plan commission.
The commission determined that its next meeting would be Monday, October 11, 2010.
The commission voted to adjourn at 8:00 p.m.
