Members present: Chair Sally Roe, 1st Supervisor Mike Gengler, 2nd Supervisor Jerry Klassy, Treasurer Marlis Silver, and Clerk Susan Wetherington
Others present: Hans Sulzer
Chairman Sally Roe opened the October 19th regular board meeting at 7:37 PM.
1. Mike Gengler moved that the minutes from the September 21 meeting be approved; Sally Roe seconded the motion. Motion carried.
2. Jerry Klassy moved to accept the treasurer’s report; Sally Roe seconded the motion. Motion carried.
3. Bills were presented. Discussion of Green County Highway bill and matching county money followed. Mike Gengler moved to pay bills presented; Sally Roe seconded. Motion carried.
4. Public comments: Hans Sulzer told the board about a shoulder that had washed out on Sulzer Road—patrolman will check on it. Noxious weed ordinance will be looked at in January, Sally Roe told Hans.
5. Plan Commission summary: Hans told the board that Don & Marlis Silver have a land boundary issue they are resolving and that because there are not lots created, it will not be considered a land division. The town will need to create a wind energy systems siting ordinance to have any jurisdiction over wind energy systems. Without one, we forfeit any control over the location and governance of these. The plan commission will develop one for the board to review. Dan Bartholf will review the land division amendment, which will go to public hearing in November.
6. No land divisions presented.
7. Driveway permits: Sally Roe sent board members a copy of Weisner’s driveway permit. As the project finishes, an outside party will need to measure the slope of the driveway and we will need a letter verifying the slope. Alliant Energy will also fix a trench on the property that was of concern. Grading will also need to be finished.
8. Patrolman’s report: Roger Zurfluh may be out with injury for a period of time; may need a patrolman substitute during that time. Items that need attention are patching of holes, mowing, decisions for how to manage holes and gravel on Zurfluh, Pfeuti, Schneeburger and Silver through the winter and spring, grading of roads and signage—loose gravel signs for Schneeburger and Silver and bridge sign on Schneeburger near Purintun.
9. Roadwork: TRIP application for Schneeburger was discussed. Mike Gengler moved to apply for the TRIP funds of $13,611 for completing Schneeburger Road; Sally Roe seconded. Motion carried.
10. Budget: Budget revisions were made and presented to board. Levy limit is $120,260 which includes a 3% growth. Town will ask residents to approve full amount at special meeting on November 16. Copies of the budget will be available for people attending.
11. Fire district report: None.
