TOWN OF MT PLEASANT
Minutes from Public Hearing, Special Town Meeting and Regular Board Meeting
American Legion Building,-Monticello
Monday, November 16, 2009

Members present: Chair Sally Roe, 1st Supervisor Mike Gengler, 2nd Supervisor Jerry Klassy, Treasurer Marlis Silver, and Clerk Susan Wetherington
Others present: Marlene Schmalbeck, Lynn Langenfeld, Mark Langenfeld, DuWayne Fenner, Roger Zurfluh

Public Hearing:
1. Chairman Sally Roe called the public hearing to order at 7:03 PM.
2. Sally Roe opened the public hearing on the 2010 budget. She explained differences between 2009�s budget and the budget for 2010. She also explained that the levy request of $120,260 is the limit that the town board can ask for. She said the board has not included any increases if they could help it. The town has a larger road payroll because we have used our patrolman to do as much of the work as we can and not hire it out. Capital purchases account is the town�s �savings account� and it has been used on road work this year. The town will pay off its debt in 2010. She also told those attending that the town people set the levy at the special meeting following the public hearing and the town develops a budget to fit within that levy amount.
3. Marlene Schmalbeck asked about landfill costs and if they were going up. Sally said the budgeted amount is our best guess and that the costs have not gone up as much as we had thought they might. Sally also told the towns people that Krueger Road is now completed and that the full report on costs would be presented at the annual meeting. The public hearing on the budget was then closed.
4. Sally Roe opened the public hearing on the land division ordinance amendment proposed. She explained that the amendment actually defines what the board originally intended the land division ordinance to include. Marlene Schmalbeck asked if the land division ordinance is affective and Sally said the plan commission is reviewing it regularly to make sure that it is.
5. The public hearing was adjourned at 7:15 PM.

Special Town Meeting to approve 2010 Levy:
1. Chairman sally Roe called the special meeting to order at 7:16 PM.
2. Sally asked for a motion to approve the proposed levy amount of $120,260 or another amount. Marlene Schmalbeck motioned to approve the levy amount of $120,260; Roger Zurfluh seconded the motion. There was no discussion. Motion carried.
3. Mark Langenfeld made the motion to adjourn the Special Town Meeting. Marlene Schmalbeck seconded the motion. Motion carried. The special meeting was adjourned at 7:26 PM.

Regular Town Board Meeting:
1. Chairman Sally Roe called the regular town board meeting to order at 7:27 PM.
2. Michael Gengler made the motion to approve the minutes of the October meeting; Jerry Klassy seconded the motion. Motion carried.
3. Treasurer Marlis Silver presented the treasurer�s report. Jerry Klassy moved to accept the treasurer�s report; Michael Gengler seconded the motion. Motion carried.
4. The treasurer�s resolution was presented in lieu of bonding the treasurer. Michael Gengler made the motion to approve the resolution; Sally Roe seconded the motion. Motion carried.
5. Public comments: Marlene Schmalbeck asked when the town would be reassessed next. Sally said that the board is working to keep the reassessment period at no less than five years.
6. Bills were presented. Michael Gengler moved to pay the bills presented; Jerry Klassy seconded the motion. Motion carried.
7. Patrolman�s report: Roger told the board that tom Duertschi and Bob Zurfluh were mowing and doing culvert work. Potholes were filled. Bob will finish mowing. Shoulder washout at Sulzer will be looked at for a fix for this year and a plan developed for a more permanent solution. The board asked Roger to check on the big plow and see when it will be done. Snow fence will be set up next.
8. 2010 Budget: Michael Gengler moved to accept the proposed 2010 budget; Jerry Klassy seconded the motion. Motion carried.
9. Driveway permits: no new ones were presented. Two are still outstanding, awaiting completion.
10. Plan commission report: Plan commission members had two items to report. One was on the need for the town to develop their own wind energy system ordinance or be under the county�s. Michael Gengler is reviewing ordinances and will present a draft at the December 7 plan commission meeting. The second item was the Working Lands Initiative, which is a revamping of the tax credits for farmland preservation.
11. Review 2009 roadwork/2010 roadwork: Schneeberger, Silver and Pfeuti have been graded and graveled. TJ Disch is grading Pfeuti and Trumpy. Samples will be taken to determine the depth of the payment on Schneeberger in preparation for next year�s work.
12. Feldt Road electrical trench: Town received a request to cross Feldt Road with an electrical trench to link electricity from one side of the road to the other. The board requested that the property owner drill under the roadbed rather cut the roadbed and then patch it.
13. Land division amendment was tabled to the December 14 meeting.
14. Land divisions: None presented.
15. Fire District summary: Budget discussion going on.
16. EMS: Contract for New Glarus EMS presented. Sally Roe moved to approve the contract; Michael Gengler seconded the motion. Motion carried.
17. Other: Michael Gengler reported on the TRIP committee decisions. We will receive $6,000 of the $13,000 we applied for. He explained the process to the board. Also, the town�s December meetings will be a week earlier than usual�Plan Commission December 7; regular board meeting December 14.
18. Michael Gengler moved to adjourn the meeting; Jerry Klassy seconded the motion. Motion carried and meeting was adjourned at 9:10 PM.
