MINUTES OF MONTHLY BOARD MEETING
Monday, November 15, 2010
American Legion Hall, 316 E. Coates Ave, Monticello, WI.

Attending: Jerry Klassy, Mike Gengler, Susan Wetherington, Marlis Silver
Others: Bob Zurfluh

First supervisor Mike Gengler, acting chairman, called the meeting called to order at 7:36 pm.
1. Minutes from October 18 Board meeting: Jerry Klassy moved to accept October�s minutes, Mike Gengler seconded the motion. Motion carried.
2. Treasurer�s report: Jerry Klassy moved to accept the Treasurer�s report as presented by Marlis Silver; Mike Gengler seconded the motion. Motion carried.
3. Treasurer�s resolution in lieu of bond: Jerry Klassy moved to accept the resolution in lieu of bond for the treasurer for the tax collection season; Mike Gengler seconded the motion. Motion carried.
4. Delinquent Personal Property issue: Marlis Silver told the board she has not received payment yet. She said if no payment is received before taxes are mailed, the charges can be put on their real estate tax bill. Mike Gengler moved the delinquent personal tax & penalty charge of $265 by Disch Landscaping for the 2009 tax year be added to the 2010 real estate property tax bill for owner Ryan & Courtney Disch. Mr. Disch has been notified that if the amount is not paid by Nov. 1, it would go on the 2010 tax bill in a letter dated October 1. Jerry Klassy seconded the motion. Motion carried.
5. Public Comment: None
6. Payment of Bills: Bills were presented. The board asked for clarification on GC Highway bill and directed clerk to pass bill to chairman Sally Roe for review. Mike Gengler moved to pay all other bills. Jerry Klassy seconded the motion. Motion carried.
7. Approval of 2011 Budget: Mike Gengler said the 2011 budget had been posted, the public hearing held and the town held its special meeting approving a levy of $123,867. He said that since the board had done the required items, he would present the 2011 budget that was posted. Jerry Klassy moved to approve 2011 budget; Mike Gengler seconded the motion. Motion carried.
8. Plan commission report: Mike Gengler told the board the plan commission minutes were distributed. The plan commission has been watching the Public Service Commission�s reports/actions on the Wind Energy regulations that are being sent to the Wisconsin Legislature. Mike said he drafted an ordinance for the plan commission so he could better understand the division of power within the regulations. He said either the Town steps up and takes jurisdiction or lets the state have control. The plan commission is waiting to see what happens with regulations in the Assembly before doing anything more. No meeting planned for December unless other business comes forth.
9. Patrolman�s report: Bob Zurfluh reported he had finished Trumpy Road ditching, then returned and fixed the culvert. He seeded the road side on Trumpy Road. He took care of fallen trees from the wind storm. High water signs were put up Oct. 27. Both trucks had winter service and the International has salt. He will get plows loaded and ready. Snow fence was up Nov. 11. He said there is still wood to pick up. The �95 truck needs a new cylinder. Mr. Rufer on Cemetery Road requested a speed limit sign be put up there. Bob wondered if a truck entrance sign was needed on the north side. There is a hole in the ceiling at the town garage that needs to be fixed before heat goes on. He also needs to do ditching on Oliver Road. He will finish snow fence Thursday and mowing. .
10. Snowplowing for residents discussion: We currently plow for several residents and charge: $75 per hour with $75 minimum. Mike Gengler asked if we have a snow plowing policy, which we do have in resolution form. There may need to be a town policy in addition to rate. The issue was tabled so the driveway conditions could be inspected and the policy looked at. The board will wait for Bob Zurfluh�s report and discuss further in December.
11. Old County Highway C/Pratt Road abandonment: Mike Gengler said we are waiting on DNR for either a public hearing or an official letter on issue.
12. Driveway Permit and/or land division approvals, if any: Weisners still outstanding.
13. Fire billing resolution: The board is waiting on a copy of the village�s resolution to review. Issue was tabled to December.
14. Fire District/EMS Summary: Klassy reported the fire district paid bills, and the Halloween celebration was a success.
15. Any Other Business/announcements: The December meeting date will be changed to December 13. The board also agreed to put recycling information in the tax bills. The date for the Town caucus was discussed and the regular January meeting date was suggested.
16. Jerry Klassy moved to adjourn the meeting; Mike Gengler seconded the motion. Motion carried.
