1. Chairman Sally Roe called meeting to order at 7:39 PM
2. Minutes from April Board meeting, special board meetings held on May 1 and April 6 were reviewed. Motion was made by Supervisor Jerry Klassy and seconded by Sally Roe to approve all three minutes. Motion carried.
3. Treasurer report: Marlis Silver alerted the board to two outstanding personal property taxes that remain due. She said she would keep the board informed and if they were not paid by the June meeting, the matter will be put on agenda. She also reported that the last loan payment is due June 27. Supervisor Mike Gengler made the motion to accept the treasurer’s report; Supervisor Jerry Klassy seconded the motion. Motion carried.
4. Public comment: Hans Sulzer asked if he could add breaker rock on Sulzer near PFC Company building. The board said that would be okay. He pointed out that near the cheese factory on the north side of the road some fill was needed. Supervisor Jerry Klassy said that we are doing ditching work there. He said the board would send Bob Zurfluh to do some fill in that area. Feldt Road also has a spot on West side north of cheese factory that needs attention.
5. Payment of bills: Bills were presented. Supervisor Mike Gengler moved to pay the bills; Supervisor Jerry Klassy seconded the motion. Motion carried.
6. Open Sealed bids for Schneeberger Road: Three bids were received.
a. Bartelt Enterprises: $33,861—all documents presented with bid.
b. BR Amon & Sons: $26,399—all documents presented with bid.
c. Frank Brothers: $32,547—alldocuments presented with bid.
7. Discussion of bid proposals: The board decided to send a letter to BR Amon regarding their bid regarding the specifications. They also gave a timeline to return a response. Supervisor Mike Gengler then made a motion that “Chair Sally Roe contact Amon to clarify estimated tons of asphalt (which appears not to conform to invitation for bid). The Chair will notify the other town board members of any bid change. If Amon is still the lowest bid, the board will accept that bid subject to signing of contract conforming to the requirements of the invitation for bids. If Amon declines to perform or proposes contract price higher than the next lowest bid, the Chair is authorized to accept the next lowest bid subject to the contractor executing an agreement conforming to the requirements of the invitation for bids.” Supervisor Jerry Klassy seconded the motion. Motion carried.
8. Patrolman’s report: Bob Zurfluh reported that Schmalbeck’s mail box is fixed, rock and gravel have been used on Oliver Road, ditching was done, the International snowplow was washed and the oil pan fixed; the ’95 truck developed problems and was fixed. Some blacktopping was done once and they need to do it again. He also needs to put cattle sign on Witt Road and Oliver Road needs curve signs. He will prepare a list of needed road signs to give to Chair Sally Roe so they can be ordered. Chair Sally Roe asked that the spots identified on Feldt and Sulzer roads be fixed. The board asked that Bob use larger rock in the wash-out spots. Gutzmer Road has a wash-out area also that needs rock.
9. Driveway permit: The Oliver Road roadway for Northern Natural Gas is ready to begin construction after finishing the permit process. Chair Sally Roe asked Bob Zurfluh to deliver a culvert (18” X 30’) to the site. Weisners still need to give the board a letter of certification of slope and Chair Sally Roe asked how the board wants to handle this. The board will look at it.
10. Abandonment of Road: The board is waiting for a letter from Corporation Counsel before proceeding.
11. Ordinance review for weight limit postings with permits: After some discussion, Supervisor Mike Gengler moved to accept the weight limit posting ordinance with permit language that included an amount of $500 for 12 month permit. The motion was seconded by Supervisor Jerry Klassy. Motion carried.
12. Fire district/EMS summary: Fire Department is looking at the purchase of a grass truck. They want to keep old one in service and buying a grass fire unit to place on the pickup truck the Fire Department already has. This option makes a more flexible choice. No decision has been made at this time.
13. Other business:
a. Marlis Silver said that the Town has nothing in writing for EMS or 1st response call billing to town residents. She suggested that the board either amend the past ordinance or make sure it is covered in another ordinance.
b. Supervisor Jerry Klassy reported the tire on 2002 truck is not repairable. Pomps would give $150 for tire. The cost would be $339 each for two tires or a total of $575 for two tires with the $150 off from Pomps. Board directed Supervisor Jerry Klassy and Bob Zurfluh to take care of it.
c. Plan commission meeting is set for June 7.
d. Sally has the landowners list ready for Working Lands Initiative informational letter. The Plan commission will set date for a public hearing and then the letters will go out with postings and advertisement in paper. Public informational meeting is set for July 12.
e. A Special meeting for road work and to mark roads was set for May 29 at 8 AM.
14. Supervisor Mike Gengler made the motion to adjourn the meeting; Supervisor Jerry Klassy seconded the motion. Motion carried. Meeting was adjourned.
