MONTHLY BOARD MEETING

Monday, May 16, 2011

American Legion Hall
Monticello, WI.

Attendees: Marlis Silver, Mike Gengler, Susan Wetherington, Jerry Klassy, Kim Buehl
Others: Mardena Klassy, Craig Galhouse, Tom Durtschi, Roger Zurfluh, Bob Zurfluh,

Chair Kim Buehl called meeting to order at 7:33 p.m.
1. Minutes: minutes from April Meeting and April 30 Road tour were reviewed. Jerry Klassy moved to accept the minutes presented; Mike Gengler seconded the motion. Motion carried.
2. Treasurer’s report: Marlis presented the treasurer’s report. Mike Gengler moved to accept the treasurer’s report as presented; Jerry Klassy seconded the motion. Motion carried.
3. Review/discussion on delinquent tax payments: Marlis said the issue really was a delinquent 1st response call. She is currently billing them monthly. The options she feels we have if they continue to be delinquent are: absorb them or turn to a collection agency. The board discussed options and will consult the town attorney on the issue or talk to the Wisconsin Towns Association for options.
4. Public Comment: None
5. Assessor Report: Craig Galhouse reported that two property owners attended. He will meet with them for a review and to answer questions. He is planning on reviewing the town’s property assessment changes with the board at board of review. Currently no objections forms have been requested or filed. The affidavit of training was filed by the clerk and he will bring the assessor affidavit to board of review.
6. Payment of Bills: Bills were reviewed by the board. Jerry Klassy moved to pay the bills and Mike Gengler seconded the motion. Motion carried.
7. Appointment of Plan Commission members: The board will do this at the June meeting.
8. Discussion of open clerk’s position: the board accepted Susan Wetherington’s resignation effective June 5, 2011. Resident Mardy Klassy said she was interested in the position and could serve for remainder of term. Kim Buehl made the motion to appoint Mardy Klassy as town clerk starting June 5; Mike Gengler seconded the motion. Motion carried with Jerry Klassy abstaining.
9. Draft Wind Energy Ordinance update: Mike Gengler said they are still waiting on legislature. Neither bill has been approved—one vote may happen in May or June. Mike asked the town to wait and see what the legislature does.
10. Driveway Permit approvals, if any: None—Northern Natural Gas refund check has still not been cashed. Marlis will call.
11. Land divisions, if any: One issue presented. The Karen Disch property on EE and River. The proposal meets requirements, so Mike Gengler made the motion to approve land division as proposed; Kim Buehl seconded the motion. Motion carried. There is no fee—this division met the exemption requirements.
12. Patrolman’s report: Bob Zurfluh said he had the radiator fixed in truck, delivered culverts, took stuff to landfill, worked at Gilbertson/Ringhand roads; he returned salt—received credit, bought blacktop from Exeter Town. Susan will contact Exeter about amount used. He said there was more blacktopping to do—filling potholes first, then edges. He asked what plan was for paver patching. Board will discuss this at roadwork meeting. He said the bridge marker is not up at Feldt road yet. The 2002 truck still needs final wash up.
13. Set meeting for review/plan for Town roadwork: Kim Buehl set the meeting for Monday, May 23 at 6:30 PM at the Legion. Susan will confirm availability.
14. Yield sign update for Sulzer and Feldt Roads: Supervisors feel it should remain as it is.
15. Discussion/set possible meeting to discuss creating a Town building plan: Kim Buehl said we need to start talking about this and create a master plan to look at what we want to do. The board will look for place, approximate size, needs, and create a general scope of the plan. There is a drawing available from a past proposal. Kim set a preliminary meeting for Tuesday, June 7 at 6:30 pm at the Legion.
16. Salt shed usage: The town board and the village board need to discuss the town’s use of the village salt shed and if the town tractor could be stored and used there. Susan will contact Joel about getting on the village board agenda.
17. Status of Army Truck, discuss future of it: The town will put out for bids with minimum of $500 bid. Mike will check on legality of disposal of property.
18. Fire District Summary: Discussed touring driveways and cost of calls and possibly adjusting of costs.
19. Any Other Business/announcements:
a. Met to discuss radios—they are junk. Need new radios. Price proposal good until end of June. But the County is not telling when they will change radios. We have until 2012 to make this change. Once county changes, ours will not work. We use them when snowplowing to communicate with them and sheriff’s department. The board will wait for now and put this on the next agenda.
b. Towns Association Green County unit meeting on May 25 at Justice Center. Kim Buehl is going.
c. WTA request for lobbying support for prevailing wage law and general transportation aids.
d. Road budget: reviewed what is available of the budgeted $73,295.
e. FEMA—payment will be coming from costs the town had in February.
f. Thank you to Susan for serving over the past two years.
g. Patrolmen asked about mower and need to replace it. The board will check on the price of a new one and discuss at the June agenda.
20. Adjourn—Mike Gengler moved to adjourn the meeting; Jerry Klassy seconded the motion. Motion carried. The meeting was adjourned.
