Regular Board Meeting
American Legion Building,-Monticello
Monday, March 22, 2010
Members present: Chair Sally Roe, 1st Supervisor Mike Gengler, 2nd Supervisor Jerry Klassy, Treasurer Marlis Silver, and Clerk Susan Wetherington
Others present: Bob Zurfluh, Roger Zurfluh, Hans Sulzer, Tom Durtschi, Craig Galhouse, Rob Krohlow, Roger Mahlkuch
Regular Town Board Meeting:
1. Chairman Sally Roe called the regular town board meeting to order at 7:33 PM.
2. Minutes: Jerry Klassy made the motion to approve the February minutes; Mike Gengler seconded the motion. Motion carried.
3. Marlis Silver presented the treasurer’s report. Jerry Klassy moved to accept the treasurer’s report; Mike Gengler seconded the motion. Motion carried.
4. Assessor’s report: Final dates for Board of Review—May 17 at 5:30 PM—and Open Book—Saturday, May 1 from 1-3 PM were presented. Craig is waiting on paperwork from the Green County Forestry Center. The group needs to submit more information with their application. Craig verified that the Town of Mt Pleasant has no tax incremental financing districts. The assessor report will be ready before Board of Review ad he is working on personal property tax statements. Susan will verify the availability of the American Legion hall for Open Book.
5. Rob Krohlow presented information on Horton Insurance coverage. Roger Mahlkuch, Rural Insurance also answered Mike Gengler’s questions about that company’s coverage.
6. Insurance policy carrier for Town: Mike Gengler moved to stay with Horton Insurance Company; Sally Roe seconded the motion. Motion was approved with Gengler and Roe voting for the motion and Klassy voting against the motion. Mike Gengler requested a letter from the Horton Company defining what they mean by “agreed value.”
7. Public comment: Hans Sulzer requested that a yield sign be installed on Feldt Road just east of Sulzer Road instead of the stop sign that is there. The board will review it during their road tour. Hans also asked permission to put rocks on the soft shoulder on Sulzer Road. PFC Company has trucks that unload there and the shoulder is too soft. The Sulzers would pay for the rocks. The board will review during the road tour.
8. Payment of Bills: Sally Roe moved to pay the bills presented; Mike Gengler seconded the motion. Motion carried.
9. Wittenwyler Road weight limit: Mike Gengler presented a draft of a weight limit ordinance for the board to review. Discussion involved whether to have permits, what the fee schedule might look like, how permits would be handled and how this will affect other roads in the town as we repair more. Mike Gengler offered to talk to other area towns to see how they handle posted roads. He said he would also review statutes. The board decided to bring the issue up for discussion at the annual meeting.
10. Patrolman’s report: Bob Zurfluh reported that it is done snowing. The brush project is finished, snow fences are put away. The international truck was taken in for an oil leak on March 17, but it seemed that everything they touched broke as they were doing the repair at Monroe Mack. Discussion covered whether trucks should be replaced and whether a different shop should do the repairs. Filling potholes will be the next job. Oliver east of Rechsteiner near Spoerry needs gravel. Zurfluh will also put gravel on Schneeberger to fill potholes. Jim Thompson will grade the road if we want. Fix potholes on Schneeberger, Trumpy, Pfeuti and Schneeberger and we will ask the County to do grading. Zurfluh said we will need to dig out bad spot on Schneeberger. On Silver road, we will fill potholes with cold patch still there,
11. The board will do a road tour on Saturday, March 27 and then convene at a special meeting on March 31 at 6:30 PM to discuss roadwork for 2010. Jerry Klassy, Sally Roe and Bob Zurfluh will attend the April 12 meeting with the county highway department. Bridge inspections will happen in May.
12. The board is waiting for a driveway permit from the natural gas company for an access drive. This will be on the special meeting agenda.
13. Annual Town meeting will be Monday, April 19 at 7:30 PM.
14. Plan commission report: Mike Gengler reported the plan commission reviewed a draft of a wind farm ordinance. They also discussed the Working land’s initiative. Members felt that the county will need to approve working lands initiative and then set up agricultural enterprise areas. Gengler suggested that the town might want to figure out who the large landowners are, then send out information to them on Working Lands and follow-up with them. From their responses, we will get a feel as to the town resident’s responses to this. If the town residents decide no, we don’t do anything. Plan commission member terms are ending in April—Scott Dilley not renewing. Sally Roe said she would be looking for a new plan commission member.
15. Fire/EMS meeting: Nothing to report.
16. Letter from resident: Kathleen Gallagher asked the town board to reconsider their decision to stop plowing her lane, which she pays for. The board asked the patrolmen to think about the request and let the board know.
17. Adjournment: Mike Gengler moved that the meeting be adjourned; Jerry Klassy seconded the motion. Motion carried.
