Monthly Board Meeting
March 21, 2011
The meeting was called to order by Chairman, Sally Roe at 7:30pm. Those present included Board members: Sally Roe, Jerry Klassy, Mike Gengler, and Marlis Silver. Audience members present included: Marge Hill, Kim and Joni Buehl, Hans Sulzer, Bob Zurfluh and Dan Bartholf.
1. The minutes from the February 21, 2011 meeting were presented. Jerry moved to accept the minutes as presented. Sally seconded. Motion carried.
2. Marlis gave the Treasurers report. Sally moved to accept as presented. Mike seconded. Motion carried.
3. The Public Depository Resolution was presented. Mike moved to adopt the resolution. Jerry seconded. Motion carried.
4. Dan Bartholf presented the final paperwork for the closure of Pratt Road. The DNR approval letter was received. Sally moved to accept the following documents:
a. Notice of Discontinuation of Public Way
b. Waiver and Indemnification agreements with Kim & Joni Buehl
c. Quit Claim Deed to Buehls for Pratt Road
d. Quit Claim Deed to DNR for Pratt Road
e. DNR approval letter for abandment of public access to waterway
Mike seconded. Motion carried. All paperwork was signed. Dan Bartholf took the necessary documents to file at Register of Deeds office.
5. Resolution of Appreciation and plaque were presented to Sally Roe for her time on the board. Mike moved to approve the resolution. Jerry seconded. Motion carried, Sally abstained from voting.
6. Public Comment: Hans Sulzer asked if the stop sign on Sulzer Road, intersecting with Feldt Road could be changed to a Yield Sign. The board will talk with Jeff at the County about requirements and look at site during road tour.
7. Sally announced the annual meeting will be Monday, April 18, 2011 at 7:30pm at the Legion Building. Mike announced he will not be at that meeting.
8. Bills were presented. Sally moved to pay all bills as presented. Jerry seconded. Motion carried.
9. Mike gave the plan commission report. The minutes have been submitted.
10. Mike reported on the Proposed Wind Energy Ordinance. At this point we are waiting until further action has been taken by the State. No action was taken on this item.
11. Driveway permits: Sally moved to approve Kim Buehl’s driveway permit. Mike seconded. Motion carried. Northern Natural Gas has not cashed their refund check. Sally will check on it. Marlis reported that they will be doing some ditch cleaning along their property on the East Side of Silver Road.
12. No land divisions presented.
13. Bob Zurfluh gave the patrolman’s report. He has been replacing damaged signs. He reported that the heaters in town garage seem to be running a lot. The board indicated he should have someone look at them. The board will conduct spring road tour after the election. Sally stated Mike Witt called her and said some damage was done to Dutch Hollow and Witt Roads near the Witt Farm. Mike indicated a garbage hauling truck has done the damage. He wanted to board to know Witt’s had not done the damage. The board will look at damage during the road tour. Sally stated two complaints were made, one for Trumpy Road needing gravel and one about breaking pavement on Fielder Road. It was reported that some road name signs were in the ditch on Tin Can Road, but none of them were ours.
14. The Emergency response and Fire Billing Ordinance was presented. After some discussion, it was decided the amended ordinance was not needed and no action was taken. The board will talk to the Fire District Board about the current billing rates being used to bill out fire and First Response calls.
15. The board discussed amending the snowplowing rates. Jerry moved to amend the “Resolution for Fees for Services to Residents of the Town” to change the snowplowing rates to $75/hr with a $75 minimum charge for the one-wing patrol truck and to $150/hr with a $150 minimum charge for the 4wd v-plow truck. Mike seconded. Motion carried.
16. The board discussed appointing a building committee to look into long range plans for a new building for the town. Jerry indicated he thought the committee should be made up of the town board, the patrolman and one extra member. The board took no action and decided to wait until after the election to appoint a committee.
17. Sally announced that Capitol Day will be March 30th for the Towns Association. Sally announced that the technical committee meeting for the farmland preservation agreements had been postponed. Sally stated the Towns Unit meeting has discussed the website overview on the land records available and gave an update on new signage regulations. The next meeting will be April 18th following the Annual Meeting. Jerry said he would talk to the village about using their salt shed for next winter. The army truck was discussed and will be on agenda next month. Marlis talked about the Messenger wanting a questionnaire completed for election candidates.
18. Jerry moved to adjourn the meeting. Mike seconded. Motion carried. Meeting adjourned.
