Members present: Chair Sally Roe, 2nd Supervisor Jerry Klassy, Treasurer Marlis Silver, and Clerk Susan Wetherington
Others present: Roger Zurfluh, Hans Sulzer, Craig Galhouse

Chairman Sally Roe opened the July 20th regular board meeting at 7:33 PM.
1. A motion was made by Sally Roe and seconded by Jerry Klassy to approve the minutes of the June 15th meeting. Motion carried. Motion made by Sally Roe and seconded by Jerry Klassy to approve the treasurer’s report. Motion carried.
2. Bills were presented. Chairman Roe asked Susan Wetherington to change the VISA card from Tim Feller’s name into her name. After examining the bills, Sally Roe made a motion to pay the bills presented, second by Jerry Klassy. Motion carried.
3. Public Comments: Hans Sulzer asked about the cost of crushed asphalt for personal reasons. The cost information was shared.
4. Assessor bids were opened and presented to the board. Four bids were presented and opened:
• Gardiner Appraisal, 3-year contract at $3,900 plus postage.
• Sand Castle Appraisal, $5,500, 3-year contract, postage included
• Associated Appraisal, 3-year--$3,900/$4,000/$4,100, postage not included (concern about cost of total revalue)
• Craig Galhouse, 1-year, $5,000 all inclusive. Likes to do 20% of town each year to keep value more even over the years.
• Motion to table the decision on the Assessor contract until the proposals could be reviewed by all the supervisors. Vote will take place at August meeting.
5. Plan commission report: Hans Sulzer reported that the meeting was short and that the town is looking for legal advice on land division ordinance.
6. Driveway permits: Sally Roe motioned to approve the rough driveway permit for Randall Weisner, seconded by Jerry Klassy. Motion carried.
7. Patrolman’s report: Roger Zurfluh reported that the ditches were dug, Racks had been installed on the Army Truck, town mowed 4 hours for Monticello, bridge markers were in place, oil filter replaced in the tractor, new truck is getting service and the other truck will go in for service after this, and the brush was sprayed. He said that his list of To-Dos included cleaning the drain on Witt Road on our side, road sign inventory needs to be done, Sally Roe said she would order the brackets and that she will get prices on road signs needed. Sally will also send a letter to the property owner of the property on Feldt and asking that the gate under the bridge be cleaned of the accumulated debris by July 31. If it is not done when Sally inspects on July 31, she will let Roger know and have him clean it out. Krueger Road’s ditch will be cleaned up by the county—warranty work.
8. The board looked at road work estimates. Green County Highway will fix the ditches on Krueger Road west of Schwartzlow as part of the warranty work and do additional ditch cleaning for $200, culvert work on Krueger for $2,850, ditching work in wet areas for $2,975 for a total of $6,025. Jerry Klassy moved to accept the work orders and hire Green County Highway Department to do the work outlined above, Sally Roe seconded. Motion carried.
9. Over –weight permits: Three have been issued—Witts, Roes and Carl Schultz.
10. Delinquent property taxes: The board looked at options for addressing an outstanding property tax bill of $191.15 plus fess and interest. The options included sending monthly bills and to assign the amount to the property tax bill at the end of the year if it is not paid by December or to file the amount with the state. The supervisors decided to continue billing and Sally Roe will write a letter to the delinquent tax payer informing him of the board’s actions.
11. Sally Roe moved to amend the building inspection fee resolution to include the increased cost from $30 to $35 for the state seal; second by Jerry Klassy. Motion carried.
12. Fire District report: The department purchased ATV with trailer. One Fireworks permit was issued.
13. The board discussed letters that needed to be sent to residents on various issues and also the culvert replacements that needed to be looked at and billed.
14. Sally Roe made the motion to adjourn the meeting and it was seconded by Jerry Klassy. Motion carried and meeting was adjourned.
