Regular Board Meeting
July 19, 2010
American Legion Hall, Monticello, WI

Attendees: Jerry Klassy, Mike Gengler, Sally Roe, Marlis Silver, Susan Wetherington
Others: Craig Galhouse, Bob Zurfluh

Chair Sally Roe opened the meeting at 7:32 pm.
1. Minutes from June 21, June 28 and July 1 Meetings: The minutes from the June 21 meeting were corrected under the section Bids: A. Crack sealing $1,1239.52, crack sealing $6,669 and additional $450 for Pfeuti Road. Sally Roe made the motion to accept the corrected minutes for June 21 and the minutes for June 28 and July 1; Mike Gengler seconded the motion. Motion carried.
2. Treasurer’s report: Mike Gengler moved to accept the treasurer’s report; Sally Roe seconded the motion. Motion carried.
3. Public Comment: None
4. Payment of Bills: Bills were presented for payment. Jerry Klassy moved to pay the bills presented; Mike Gengler seconded the motion. Motion carried
5. Assessor report: Craig Galhouse asked if there were any questions about his proposal/contract for 2010-11. Mike Gengler asked if all the cards would be updated under the contract. Craig said that he would only update property cards when there are sales, new construction and other construction. He will review some of the cards, not all of the cards. Mike asked Craig to make a note on contract to reflect his work on the property cards. Mike Gengler moved to accept the Wisconsin Assessment Services contract as amended; Jerry Klassy seconded the motion. Motion carried.
6. Plan commission report: No report
7. Working Lands Initiative and public informational meeting for August 23: Keith Foye is coming to attend and speak. The letter to landowners was edited, prepared for mailing and will be sent out shortly. An informational sheet accompanies the letter. The board will determine the mailing list.
8. Patrolman’s report: Bob Zurfluh said that he had used 18 yards of gravel from the Highway Department and another 36 yards on Purintin Road on shoulders. He had NG Welding add a discharge spout for gravel to older truck for distribution of the gravel. He also put breaker at Sulzer, Gutzmer and Feldt Roads. He installed a sign on Silver Road, sprayed brush, mowed for village for 2.5 hours. He asked if he should borrow or rent blades for shouldering. The board directed him to see the best solution. He said he needs to do more blacktop patching. He had talked with the Deweys about the Truax cemetery. Potholes need to be fixed on Silver and Oliver roads. Purintin work is continuing. Schneeberger is paved now and Purintin is almost done. He was directed to wait on fixing the guardrail on Gilbertson Road bridge.
9. Road work update/discussion: In addition to the above, the board decided that Oliver Road needs the culverts cleared and needs ditching done.
10. Driveway Permit and/or land division approvals, if any—There are none other than two outstanding; Northern Natural Gas Company will keep as their lane as permanent and will need culvert down the road. Sally will keep Bob posted as to when to deliver.
11. Old County Highway C/Pratt Road abandonment—Mike Gengler handed out the outline of what needs to be done with a timeline. He said the board needed to introduce the resolution for abandonment with legal description and map, set the public hearing, publish as class three and make sure adjourning residents are served notices. We will also need to send a notice to WisDOT. Public hearing was suggested for the September 20th meeting. Mike Gengler moved that the town board accept the introduction of this resolution* for the abandonment of Pratt with a public hearing to be held on September 20, 2010 and with notice given 30 days before the hearing. Sally Roe seconded the motion. Motion carried. All three notices will be published the first three weeks in August. Mike will prepare notice for publication. Sally will identify landowners and Mike Gengler will contact Town counsel Dan Bartholf.
*RESOLVED, that the public interest requires that the town road known as Pratt Road in the Town of Mt Pleasant be discontinued pursuant to Wis. Stat.§66.1003 from (i) the point at which it intersects the right of way of Marshall Bluff Road to (ii) the point at which it intersects the west boundary of the bicycle trail known as the Sugar River Trail, effective October 1, 2010, provided, however, that there shall be reserved a perpetual easement equal to the width to the right of the way of said discontinued road and extending from (x) the point at which such town road intersects the right of way of Marshall Bluff Road to (y) a point fifty feet west of the intersection of the right of way of Pratt Road and the west bank of the Little Sugar River, such easement to be solely for the benefit of existing and future owners of land abutting that portion of the Pratt Road right of way over which such easement is reserved, and for the benefit of the State of Wisconsin and its instrumentalities, agents or contractors for the purpose of maintaining or removing the truss bridge that currently spans the Little Sugar River as part of Pratt Road, all as shown in the legal description and map that is Exhibit A# to this resolution.

12. Fire District/EMS Summary: Jerry Klassy reported that the fire house concrete had been repaired. Next month they will present a preliminary proposal on equipment. One board member will attend the New Glarus EMS meeting. Jerry Klassy will consider attending the Albany EMS meeting.
13. Any Other Business/announcements: The board pointed out that Pfeuti Road had washboard effect right now. They asked Bob Zurfluh to check it after the rain stops and see if it needs more grading.
14. Adjourn to closed session: Mike Gengler moved to adjourn the regular meeting and open the closed session. The board will not reconvene into open session; Sally Roe seconded the motion. Motion carried. The open portion of the Town meeting was adjourned and the Town Board moved into closed session carried.

15. Closed Session: Gilbertson Road Bridge Accident Discussion/Action under Wis. Statutes 19.85(1)(g) conferring with legal counsel for the government body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved.
