Attending: Sally Roe, Mike Gengler, Jerry Klassy, Susan Wetherington

Sally Roe called the meeting to order at 7:31 pm.
1. Minutes: The minutes from the January 17 Caucus and board meeting were presented. Jerry Klassy made the motion to accept the minutes as presented; Mike Gengler seconded the motion. Motion carried.
2. Treasurer’s report: Marlis Silver sent the report to Sally Roe for presentation at the meeting. After review, Mike Gengler made the motion to accept the report; Jerry Klassy seconded the motion. Motion carried.
3. Public Comment: None
4. Payment of Bills: Bills were presented. After review, Sally Roe made the motion to pay the bills; Mike Gengler seconded the motion. Motion carried.
5. Patrolmen’s report: Bob Zurfluh said that they have been plowing and salting the roads. The V-Plow was out with a breakdown. The broken axle was fixed, but the plow will need more work this summer. Hydraulic hoses need replacing. Bump signs were placed on roads and culverts need to be cleaned out. Oliver Road west needs paver patch near Wiesners. He received a Digger’s Hotline information and they are no longer using a fax line.
6. Exeter Snowplowing Bill: Our patrolmen helped plow in Exeter upon request. They will be billed for 4 hours at a rate of $75 per hour. The board may consider specifying a larger amount for the V-plow and adding patrolman hourly wages to the charge schedule. Residents who had patrolmen plow their lanes will also be billed.
7. Salt Shed discussion: Ed Riese asked the board to consider building a salt shed at the Town Garage site with a lean-to that would allow for equipment to be stored there. He said the Village of Monticello has one that holds 40 yards and is 25 X 25 and cost $18,000. This would save trips to Attica and time. The board discussed building but then discussed seeing if the Village would share their storage space with us. The board said a long-range building plan for the town needs to be created first. In addition, there is a need to look at vehicle replacement. Jerry Klassy will talk to the Village about the option of sharing their salt shed. Ed Riese asked the board to consider setting an amount aside in the budget for a salt shed over the next few years.
8. Plan Commission report: The plan commission met last week. Jeff Disch presented a possible land division, but the commission thought a land division would be unnecessary. The Town should hear from DNR on the abandonment of Pratt Road soon. Mike Gengler will follow up with DNR and then present actions the Town must take to finish this process. The Draft Wind ordinance was presented to Town Board members, but with things at the state in flux, Mike suggests that we wait and see what happens. In March we will decide if we need a public hearing on the ordinance.
9. Driveway permits: None
10. Land Divisions: None
11. Insurance quote: Sally Roe moved to accept the proposal from Horton for $4,403; Mike Gengler seconded the motion. Motion carried. Sally Roe made the motion to reject the additional insurance offered for uninsured/under-insured motorists; Jerry Klassy seconded the motion. Motion carried. Susan will contact Horton and return the paperwork to them.
12. Disposal of old safe: Because the safe is specifically designed and marked with the Town of Mt Pleasant on it, the Town board is not interested in getting rid of it, but would like to possibly check with the historical society and ask if they would like it for display with the board retaining ownership for a later time.
13. Damage assessment classes: Jerry Klassy volunteered to attend the Damage Assessment Classes that Emergency Management is offered to help with disaster certifications. Sally reminded the board that when her term ends we may need to have someone get NIMS certification. Jerry said he was NIMS certified.
14. Report on WTA meeting: Members reported on what they had learned at the WTA meetings they had attended.
15. Fire District Summary: None.
Mike Gengler made the motion to adjourn the meeting; Jerry Klassy seconded the motion. Motion carried and meeting was adjourned.
