Members present: Chair Sally Roe, 1st Supervisor Mike Gengler, 2nd Supervisor Jerry Klassy, Treasurer Marlis Silver, and Clerk Susan Wetherington
Others present: Don Witt, Mike Witt, Dan Roe, Don Roe, Roger Mahlkuch, Chad Spotts, Bob Zurfluh
Regular Town Board Meeting:
1. Chairman Sally Roe called the regular town board meeting to order at 7:35 PM.
2. Three errors were corrected in the minutes: two were typographical mistakes and one was changing the name of the road where the County will trim trees from Washington to Schneeberger. Jerry Klassy made the motion to approve the corrected minutes; Sally Roe seconded the motion. Motion carried.
3. Marlis Silver presented the treasurer’s report. Mike Gengler moved to accept the treasurer’s report; Jerry Klassy seconded the motion. Motion carried.
4. Insurance presentation: Roger Mahlkuch, Rural Insurance, presented information on what Rural Insurance could provide for the Town as their insurance carrier.
5. Public comment: Dan Roe, Don Roe, Mike Witt, Don Witt and Chad Spotts spoke regarding the posting of Wyttenwyler Road. Their main concern was that Wyttenwyler would be available for local farmers to use during spring and fall specifically (although some do hauling year-round) when they need to use it and that if a permit fee is issued, that it be reasonable and fair in its application. Don Witt also requested the stop sign at the top of Witt Road at Feldt be moved to stop traffic on Feldt Road. Visibility is poor and heavy equipment coming up the Witt Road hill has difficulty starting and stopping on that hill. The road is joint-owned with Town of Sylvester.
6. Policy for Posting Wittenwyler Road: Discussion centered around how permits could be used to control load traffic on that particular road. Mike Gengler will draft a resolution for this with a permit system outlined. The board will review the draft and then the draft will be reviewed by those who attended the meeting for their input. Dan Roe asked that as the board drafts this resolution, they think about how it would apply to other roads in the Town, not just one isolated road—Wittenwyler.
7. Bills: Bills were presented for payment. Michael Gengler moved to pay the bills presented; Jerry Klassy seconded the motion. Motion carried.
8. Plan commission: No meeting, no report.
9. Patrolman’s Report: Bob Zurfluh reported that Landmark had located another wiring problem in the Town Garage and fixed it. This is the second wiring problem this year. Mike Gengler suggested the town get an electrician to look at the wiring in the garage and report on any other wiring problems that might be there. He suggested we start by asking for the cost of inspecting the wiring. Bob Zurfluh also said that he changed the hydraulic fluid in one truck and has done some salting and snowplowing.
a. Tree trimming on Schneeberger: Sally Roe and Jerry Klassy reviewed the area identified on Schneeberger Road for tree-trimming. County is still available to work on this project. Need to set an amount for the county and proceed with this. Sally Roe moved to hire the Green County Highway Department to do tree-trimming on Schneeberger Road under the direction of Town Patrolman Bob Zurfluh with the aid of Zurfluh and two other town employees to an amount of $3,000. Mike Gengler seconded the motion. Motion carried. Bob Zurfluh will keep the board informed of dates once those are set. Zurfluh would also keep the board informed on the process of the project.
b. A spring on Feldt Road is creating a huge hole that needs to be posted on the North side of the road.
c. Road tour to review and set road projects is needed. Additional paperwork needs to be filed with the TRIP application showing that we will pay prevailing wage to workers on that project. The town will go ahead and file the paperwork for the Schneeberger Road project for this year’s work. Other work needs to be determined for Silver Road and the board asked Bob Zurfluh to keep an eye on Schneeberger during the spring thaws to make sure the road is still usable for local traffic.
10. Failure to pay ordinance: Marlis talked to the Green County Treasurer’s office regarding the ordinance that is currently in place that includes the term “other” and its affect on snowplowing bills. GC Treasurer suggested the Town not use the tax roll as a place to collect these past-due snowplowing fees, but to stop plowing if we are not getting paid. The resident in question had contacted the Treasurer’s office about their delinquent taxes. The board will send a letter stating that if plowing is not paid within 20 days, snowplowing by the town will stop immediately.
11. Driveway permits: Bittner driveway is completed. Jerry Klassy motioned to approve the completed driveway and return the deposit; Sally Roe seconded the motion. Motion was approved and the deposit returned to their contractor.
12. Report of Wisconsin Towns Association Meeting Feb. 12: Jerry, Sally and Mike are BOR trained for two years. County Assessment proposal is “dead” for this year, but may come back next year. DNR is holding hearings about run-off currently.
13. Fire District Report: The district renewed insurance with their current carrier. They also discussed alcohol at events at the fire house and they will need to have groups apply for permission for each event.
14. Other Business: Sally and Susan will be attending the Public Information Officer training that the Green County Emergency Management Office is offering April 27-28. Sally will serve as the Town’s contact person with the media. Sally reported that she would be out of town on March 15 and asked if we could move Town Board meeting to March 22. Insurance proposal from Horton will be discussed. Road tour will be scheduled at a later date.
15. Adjournment: Mike Gengler moved that the meeting be adjourned; Jerry Klassy seconded the motion. Motion carried.
