Regular Board Meeting

Attending: Chair Sally Roe, 1st Supervisor Mike Gengler, 2nd Supervisor Jerry Klassy, Treasurer Marlis Silver, Clerk Susan Wetherington
Others: Bob Zurfluh, Roger Zurfluh, Ruth Sybers, Dan Roe
1. Chair Sally Roe opened the meeting at 7 PM.
2. Schneeberger Road: The Schneeberger Road bid advertisement was discussed. The board also discussed the proposed work description and prepared it for those responding to the bid advertisement. A blow-out portion of that road will need to be taken care of first. It would be a second job and Sally Roe suggested that the county do that portion. The road will need to be dug up and tiles inserted for drainage.
3. Kennedy property: Mike Gengler outlined the need to abandon the road from Pratt to the farthest edge of the two bike trails. Mike Gengler said that the board would need to reword all the descriptions to release easements to DNR and others. He will talk to Corporation Counsel Brian Buccholz about easement for the property and make sure the road description is correct. The board will discuss the road closing at the April meeting.
4. Mike Gengler made the motion to recess regular meeting for Annual Meeting and to reconvene after the annual meeting; Sally Roe seconded the motion. Motion carried.

5. The Board reconvened the meeting upon a motion by Sally Roe; second made by Jerry Klassy. Motion carried.
6. Minutes: The minutes from March 22 and April 6 meetings were read—Mike Gengler made the motion to accept the minutes; Jerry Klassy seconded the motion. Motion carried.
7. Treasurer’s report: Marlis Silver presented the financial report. Mike Gengler made the motion to accept the report; Sally Roe seconded the motion. Motion carried.
8. Public comment: Ruth Sybers asked about road budget and plans for 2010 year.
9. Payment of bills: Mike Gengler made the motion to approve the payment of the bills; Jerry Klassy seconded the motion. Motion carried.
10. Patrolman report: Bob Zurfluh reported that he cleaned truck #2 for blacktopping, removed snow fence, cut brush and applied blacktop patch, put up signs and readied the tractor for mowing. He reported road signs were stolen. He replaced signs. He is also working on blacktop. He will clean out culvert on Schneeberger Road and inspect it. The culvert had no water going through on east side. Sally Roe asked Bob to bring a list of road signs needed to the meeting or drop off—she will order the signs. Sally asked a spreadsheet be created to keep track of which signs are replaced with the new reflective ones in preparation for requirements starting in 2011.
11. Schneeberger Road TRIP project: Mike Gengler moved to approve the bid notice for the paper as is and approve specifications for bid subject to further definition of project specifications and that the chairman will be allowed to approve the final specs; Jerry Klassy seconded the motion. Motion approved.
12. Schneeberger Road: In the blowout area, the board decides to clean out the area, install tiling, put down fabric, and then apply base. The board will have the county do this. Culvert work will be done by our patrolman before the county begins. Other roadwork will be started as budget allows. Silver Road will need work between the bike trail and Purintin. The board will meet at Silver Road for a special meeting to plan this work.
13. Driveway permits: The Northern Natural Gas project is on hold until June so the driveway permit will be presented at a later time.
14. Weed commissioner: Chair Sally Roe appointed Bob Buehl as the 2010 weed commissioner.
15. Plan commission appointments: Chair Sally Roe re-appointed DuWayne Fenner and Hans Sulzer to the plan commission and appointed Bryon Feller. Duwayne will continue as chairman.
16. Plan commission report: Mike Gengler reported that the wind ordnance is being worked on. On the Working Lands Initiative, Mike Gengler will prepare documents for review by the board. The Working Lands Initiative discussion was tabled until May.
17. Review weight limit posting ordinance: Tabled until the next meeting. Mike will investigate how other towns handled their posted roads.
18. Fire district/EMS summary: The Fire Department is looking at possibly replacing the brush truck. More information will be coming, Sally Roe said.
19. Future meetings include: Open Book May 1, 1-3 PM; Board of Review May 17, 5:30-7:30 PM; Regular town meeting May 17 following the Board of Review.
20. Adjournment: Mike Gengler moved to adjourn the meeting; Jerry Klassy seconded the motion. Motion carried. Meeting was adjourned.
