TOWN OF MOUNT PLEASANT
MONTHLY BOARD MEETING

Monday August 15, 2011
7:00 PM
American Legion Hall
Monticello, WI

Board Members in attendance: Kim Buehl, Mike Gengler, Jerry Klassy. Also in attendance were
Marlis Silver, Treasurer and Mardena Klassy, Clerk. Others in attendance: Craig Galhouse, Mike
Doyle, Tim Feller, Roger Zurfluh, Bob Zurfluh and Margarite Hill.

Chair Kim Buehl called the meeting to order at 7:00pm.

1. Minutes: Minutes from July Board Meeting were reviewed. Mike Gengler moved to approve and
Jerry Klassy seconded the motion. Motion carried.

2. Treasurers' Report: Marlis presented the treasurers report. Jerry moved to approve and Mike seconded the motion. Motion carried.

3. Delinquent Payments: Discussed putting delinquent personal property onto their real estate tax bill. Both delinquent personal property was doomage assessed. A letter signed by the chairman will be sent to the delinquent fire call charge if not paid by November 1, 2011, the charge will be placed on their real estate tax bill.

4. Public Comment: Tim Feller and Mike Doyle discussed the Johnson property. Tim has observed a lot of issues there. The burning has been enforced by the DNR. However, the burning is at times finished by the time the DNR arrives. He believes that certain items, such as computers and wire are still being burned and should not be and may be causing a health hazard. Mike commented that the county can enforce that cars and tires be removed, but that is all they can do. Suggested to have neighboring property owners document any burning. Other solutions by the township could be to put a special assessment against the property, have owner arrested for operating a business without a permit (cannot prove he is running a business). Tim suggested the Fire Chief view the property and whether or not a court order would be necessary. The County and DNR will be meeting August 30th to view the property. Contact the Fire Chief to also attend. Mike Gengler suggested in include a contempt of court to nuisance ordinance and vote to adopt the ordinance. Jerry felt the ordinance was not ready to pass at this time. Mike moved to accept the ordinance as is, with possible amendments. Jerry seconded. Motion carried.

5. Payment of Bills: Bills were reviewed and approved. Motion to approve made by Jerry and seconded by Mike G. Motion carried.

6. Agreement of Assessment: Craig Galhouse presented his proposal. Craig addressed that there will be more data and hours involved to meet new state requirements. There will need to be hard copy and electronic data base. Sketches and photographs will need to be kept for commercial and personal property. This will need to be reviewed, approved and voted on at the September meeting. Craig will continue as assessor until then.

7. Redistricting: Mike Doyle explained the revised maps. One we approve, the districts will be in effect for ten years. District 16 representative is Art Carter and District 21 representative is Russ Torkelson. In even years in the spring Ward 1 and Ward 2 will vote in the 21st Supervisory District and Ward 3 will vote in the 16th Supervisory Distrct. In even years in the fall Ward 1 will vote in the 27th Senate and 80th Assembly. Ward 2 and 3 will vote in the 15th Senate and 45th Assembly. Will review and vote to adopt ordinance.

8. Nuisance Ordinance: covered in public comment

9. Plan Commission: There was no August meeting.

10. Land Divisions: will have land division for Evan Lemenager next month. Ken Christen division is complete. Tim Feller has a certified survey map, if grandfathered, does town still need to approve and has a land division been used. Will have land division for Baebler Farms.

11. Driveway Permits: none

12. Road Work: Jerry moved to approve and ratify. Mike seconded. Motion carried.

13. County Matching Funds: Motion to approve petition made by Mike and seconded by
Jerry. Motion carried.

14. Patrolman's Report: Sign damage has been repaired or replaced, put signs up for Jim
Marty barn fire, filled in holes on Trumpy Road. Need to meet with postal carrier about problem on Trumpy Road. Bob did demo with new mower on Cemetery Road. Tom Durtschi would also like to try . Board would like Bob to price new mower w/hammers and side shift. Find out how old the demo is. We can make an offer to Kuhn Knight. If this is done, would like to have full warranty, whether a new or demo is purchased. Do not need hydraulic break away.
Kim ordered road name signs and they should be here soon. County is providing sign on Schneeberger Road. Have more trimming to do. Do patching while the weather is still warm. The big plow still needs to be taken in for repairs. Bob will remind Ed.

15. New Mower: Discussed in #14

16. Full Time Patrolman: Options were discussed. Would it be better to use more part time people. A full time person would need a vehicle and at times would need extra help for certain jobs. Contract work out and use our equipment. Check with other townships, like ours to see if there are things we could be doing different. Would need to have on agenda by November.

17. Salt Shed: Need to get on Village agenda.

18. Army Truck: Truck has been sold.

19. Fire District: Paying unemployment on someone who is otherwise unemployed. There has been no progress on recovery. Marlis turned over fire call to small claims. If department had new software, they could they could collect bills. 2% dues were paid back to the department. Could we charge extra for a certain amount of calls. Motion was made by Kim to approve new radio frequencies . Seconded by Jerry. Motion carried.

20. Othe Business: Mike spoke to Karen Pfeuti about Pfeuti Road. They do not want to pay to improve and do not want to abandon. Other solutions are to put old blacktop down, but this would not keep the dust down. Could try putting down granular chloride. Apply with salt truck. Apply to the ends of road. Check to see if we could get from the county. There is nothing in the budget to do
improvements.

Motion to adjourn made by Mike and seconded by Jerry. Motion carried. Meeting adjourned at
9:16 pm.
